He is a single unbroken polyline, exactly 1,000,000 units long. The pen spends that budget in the order it draws, and it stops on the million wherever it happens to be.
Which means he was not designed. He put 463,254 of his million into hair and had 536,746 left for a body and two eyes. That is why the body is small and the eyes hang off stalks. He does not regret it.

Two questions, both answerable with arithmetic:
1. Is it one unbroken line?
2. Is that line exactly 1,000,000 units long?
What this does not do: tell you who drew it. A language model can write an SVG of the right length too. It is a hallmark, not a detector.
